Tell-a-Story is a nice little site I just found out about from Technology & Learning for digital storytelling. All a student has to do is drag-n-drop characters/objects onto the screen, add some text into a box/bubble, and then select the background, to create their story. They can add up to 14 frames and then share the link when they are finished.I recommend checking out Tell-a-Story by clicking here.
